Iowa legalized hemp for commercial purposes, but the growing, manufacturing, and selling of hemp have been put on hold. The Hawkeye State is waiting on federal approval of the state’s hemp plan before issuing licenses and creating legal markets for hemp.

Is Hemp Flower Legal in Iowa?
Iowa legalized hemp. Iowa Governor, Kim Reynolds, signed the Iowa Hemp Act in May 2019.
Under the Iowa law:
“hemp” means the plant Cannabis sativa L. and any part of that plant, including the seeds thereof, and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than three-tenths of one percent on a dry weight basis. 
According to this definition, hemp flower is legal in Iowa. The state still hasn’t issued licenses to growers, manufacturers, and sellers to grow, manufacturer, or sell hemp and hemp-derived products. As of the writing of this article, the selling of hemp flower remains unregulated in Iowa.
